Mandel Group Inc. celebrated the start of construction on its Velo Village apartments at Ballpark Commons in Franklin on Monday. The 265 apartments are some of the only new rental housing Franklin has seen since the recession. They will start to open to residents in early 2021 south of Rawson Avenue, opposite the baseball stadium at Ballpark Commons that hosted its first games for the Milwaukee Milkmen team earlier this year.
