Upscale apartments to be built at Franklin’s Ballpark Commons mixed-use development would receive city financing help under a new proposal. Mandel Group Inc. plans to develop 265 units in five three-story buildings at Ballpark Commons, north of West Loomis Road and west of South 76th Street.
