Mandel Group Inc. is joining the Ballpark Commons development in Franklin with a proposal for 265 market-rate apartments that would emphasize bicycling culture. The $57.2 million project is planned south of Rawson Avenue along the Oak Leaf Trail, and includes a clubhouse for people biking or jogging along the trail.
